Minor tweaks in Oscar rules

Oscar chiefs have announced minor rule changes. One will permit New Yorkers to get involved in selecting nominees for best foreign film. Another hikes the number of nominees in the sound editing category while eliminating the old "bake-off." To learn more — click here!

They need to hike the number of Visual Effects nominees to 5 as well ... there are always more then enough worthy candidates.
